Yes. Most of the projects are going down with the rest of the market. However, transactions are still occurring and platforms like x2y2 are earning fees. This is a high risk project. Earlier today, Uniswap said they are also getting into NFT sales. This could be good because it illustrates the potential size of the market or it could be bad because so many investors already use Uniswap.
