I think a big issue is cost. For example, on a recent visit to the market I purchased 1 lb. Of grapes and 1 lb. Of cherries for $9 (on sale). For the same $9, I could buy 2 (former half gallons) of ice cream and 2 packages of Oreos (all also on sale).
It also seems like snack foods (chips, crackers, soda, etc. are on sale. Also the stores strategically place processed foods everywhere. Right next to the bread section are the packaged donuts and sweets.
Shopping healthily requires restraint and a big budget- two things many of us don’t have.
