I looked over the basic right to housing. It doesn't mention anything about landlords subsidizing renters. It talks about governments needing to provide access to fair housing for their citizens.

In the US, we have section 8 to assist renters who are unable to afford their entire rent.

Nonetheless, I appreciate you providing the link. It is an interesting read. Judging from the rampant homelessness in America, it looks like we aren't heeding too well to all of the aspects of this document.
